  • 55% population of country depends on agriculture for their livelihood.
  • Agriculture is a subject of concurrent list so effort of both central and state government required .
  • Production in 2013-14 was record but it reduced due to deficient monsoon in 2014-15.
  • Department of Agriculture, cooperation and Farmer welfare (DACFW). Has assigned the responsibility of formulation and implementation of policies and programs aims to agriculture welfare.
  • DACFW implemented polices in 2015-16 following-

 

Krishinonnati yojna

  • Umbrella scheme covers following

    NATIONAL FOOD SECURITY MISSION(NFSM)-

  • Launched – 2007-08
  • Increase the production of Wheat, Pulses and Rice.
  • By the end of 11th five year plan the area expansion and productivity enhancement, resorting soil fertility and productivity.
  • 12th five year plan has new target to increase more productivity.
  • And this includes coarse cereals into the program.
  • Activities in it to distribute hybrid seeds, soil management, farm mechanization, resource conservation techniques etc.
  • Fund sharing ratio 50:50 between state and center.

NATIONAL FOOD SECURITY MISSION COMMERCIAL CROP

(NFSM-CC)-

  • This scheme is for the development of cotton jute and sugarcane production under the NFSM-CC scheme from 2014-15.
  • Share 50:50 between state and central governments
Mission for Integrated development of Horticulture (MIDH)
  • Horticulture includes –fruits, vegetables, tuber crops (like sweet potato), mushrooms, spices and aromatic plants, flowers and foliage, and plantation crops like coconuts ,arecanut, cashew nuts, cocoa, bamboo.
  • Previous related missions are- National horticulture mission, Horticulture mission for north east Himalayan states and national bamboo mission
  • Three central sector were working i.e. national horticulture board, coconut development board and central institute for horticulture
National mission on oil palm –
  • This mission envisages increase in production of Vegetables oil ,oil palm and tree borne oilseeds.at the end of 12th FYP

 

Soil heath card scheme –

  • Implemented in 12th FYP
  • Under this scheme soil heath card provide to every farmers in country at an interval of 3 years.
  • After collecting the soil 12 parameter viz. Ph, electrical conductivity, organic carbon, nitrogen, phosphorus, potash, sulphur, iron, zinc, copper manganese, and boron .
  • Government will provide training to farmers for awareness about soil.

 

Parampragati krishi vikas yojna-

  • To promote organic farming
  • For this every farmer provided 20,000 Rup/acre over three year to meet end to end expenditure including transport to market.

 

Support to state extension programs for extension reforms-

  • Farmers advisory committee (FACs) at block/dist. and state level
  • Providing farmer to farmer learning and support from farmer friend

Kisan call center

  • Operated from 2004
  • Free services for farmers on 1800-180-1551

Farmer’s portal

  • “ONE STOP” for all farmers to accesses information about farming

Integrated scheme on Agriculture marketing (ISAM)-

  • Provide farmer to accesses ore market and infrastructure.
  • From 2014 a single window from all agri-marketing

 

Integrated scheme on agriculture cooperation

  • Co-operative are important institutional for the economic development of agriculture and rural economy
  • Co-operative activities such as –
  1. credit distribution
  2. Distribution of agriculture input such as fertilizer, seed and agro-chemical. Etc.

Pradhan mantri krishi sichai yojna –

  • The target for scheme-
  1. Ensuring water access to every agriculture farm (har khet ko pani).
  2. Increasing agriculture production with the efficient use of water
  • Autonomy to state for progress and planning.
  1. Comprehensive irrigation plan on state level.

National crop insurance scheme-

  • Introduce in 1985
  • Restructured as pilot scheme modified national insurance scheme, weather based crop insurance scheme.

Rashtriya Krishi vikas yojna –

  • Launched 2007-08

Saffron mission

  1. Initiated in 2010-11
  2. For cultivation of saffron in J&K

Vidharbha intensive irrigation development program-

  • Objective-
  1. Conserve the soil
  2. Build check dam
  • Initiate in-situ soil moisture conservation
  • During 12th FYP from 2013-17.

Crop diversification in original green revolution state-

  • Due to excessive use of resources in Punjab Haryana and western UP the problem of decline of soil fertility and depleting water table in this state.
  • This program for diversifying the crop pattern of the states.
  • Share 50:50 state and center.

Indian council of agriculture research –

  • An autonomous institute under the department of agriculture research and education (DARE),ministry of agriculture and farmer welfare, GOI.
  • Apex body for managing recourse and education in agriculture and allied sector.
  • The government emphasized on soil heath for better productivity and for that council has develop
  1. Soil testing kit
  2. Soil test labs
  • Practice for balance used of fertilizer
  1. Organic manure and rain water harvesting
  • The council aim to increase cultivation of pulses to 27.5 million ha. And productivity to one tone/ha.
  • Its also promoting PPP model of agri-advisory through m-krishi.

  2. Students READY (rural entrepreneurship and awareness development yojna).
  3. ARYA(ATRACTING RETRAINING YOUTH IN AGRICULTURE).
